Why is the unity of tribal society zero in front of political parties?

Why is there a competition among our people who cry for social unity to get tickets from Congress and BJP? In the elections from 1952 to 2018, he became an MLA from the society, why did he not improve the condition of the society? Party big or society? In the first general election of 1952, Raja Nareshchandra from the tribal society was made cabinet minister in Madhya Pradesh, the ministry was given the portfolio of electricity and public works departments.

He led the team in 1954 that created a separate department within the government to look after the welfare of the Scheduled Tribes, named the Directorate of Tribal Welfare. He was made the first Minister for Tribal Welfare in MP in 1955 and continued in this position until he became the Chief Minister of Madhya Pradesh in 1969 (13 March 1969 to 25 March 1969).Don't know how many legislators and ministers have been made from the society since the first election till today and will continue to be made in the future, but the condition of the society is the same as it was before, but it has become more worrying, water, jungle and land have almost been looted. Every time elections are held in an interval of 5 years, sometimes Congress wins, sometimes BJP, but why does the tribal society lose every time.The unity of the society is the strength of the society. 
A pure social organization like JAYS should become a king maker like RSS without participating in elections itself. 
It will not be tolerated if political brokers cut the crop grown by the hard work of the youth working at the grassroots level.
